Understanding Integrated Coastal Management Course 1
Partnerships in Environmental Management for the Seas of East Asia (PEMSEA) in cooperation with the Government of Indonesia (the Ministry of Environment) to initiate a partnership program on implementing a Sustainable Development Strategy of the Sea of East Asia, SDS-SEA).
One of the program is enhancing human resources capability of local government connected Integrated Coastal Management; ICM. Technically and operationally, the program was carried out under a partnership with the Center for Coastal and Marine Resources Studies (CCMRS) Bogor Agricultural University whom a pioneer and widely experiences on organizing ICM training in Indonesia.
Training on Understanding Integrated Coastal Management Course 1 which focused on comprehending ICM of the participants was conducted from May 3 – 9, 2010 at Seameo Biotrop Bogor. The training was attended by 22 persons from Indonesia and Timor Leste. The Indonesian participants represented 3 coastal area management, those are Jakarta Bay Coastal Area (Jakarta Province, Banten Province, and West Jawa Province), Tomini Bay (North Sulawesi Province, Central Sulawesi Province, and Gorontalo Province), Sukabumi District, and some represent the Education and Training Center of the Ministry of Environment and the (Java Regional Center of Environment Management).
The objective of Training on Understanding ICM Course 1 is to enhance the understanding and awareness of participants on coordinating, developing, implementing, monitoring, evaluating, and sustainable of ICM program in Indonesia for 6 months ahead.
The training was carried out 6 full days, from 08.30 AM to 8.30 PM. The AMT (Achievement Motivation Training) was delivered at the beginning of each session with full games and exercise, as a method to increase the in-group feeling of participants. During the training, besides delivering the tight curriculum, the participant also studying some lesson learned from each district. The curriculum has been discussed and adjusted to the objective of training, included the delivery of motivation topic and Wrap Up session for 30 minutes every day. The ICM courses topics was divided into 5 groups, i.e.: Group (I) Concept, Principles and Element of Integrated Coastal Management which consist of Module 1: Introduction to the concept of ICM; Module 2: ICM Principle and Management Framework; and Module 3: Framework for the Sustainable Development of Coastal Areas through ICM Implementation. Group (II) ICM Program Development and Implementation, consisted of: Module 4: ICM Development and Implementation Cycle; Module 5: Preparing an ICM Program; Module 6: Initiating an ICM Program; Module 7: Developing Strategies and Action Plans; Module 8: Adopting an ICM Program; Module 9: Implementing and Managing an ICM Program; and Module 10: The Next ICM Cycle: Refining and Consolidating. Group III discuss about The ICM Code, cover 2 modules: Module 11: Introduction to the ICM and Indicators of Good Practice; and Module 12: Initial Assessment of an ICM Program. Group IV consist of 1 module, i.e. Field Visit. While the Group V Workshop on the Preparation for ICM Program Development consist of 2 modules, ie. Module 14: Workshop on Establishing the Management Mechanism for an ICM Program; and Module 15: Workshop on Developing the ICM Program Work Plan and Budget.
The ICM Training was conducted using several method, include class lecturing, brainstorming, and focus group discussion (FGD) using methaplan technique. The whole activities were developed as a adult learning approach or andragogy.
At the end of training, an evaluation was carried out to get an information whether the objective of training was achieved fully or just partly, and what should be done after this training finished. The result indicated that those participant need to enhance their communication and to intensify their activities in order to integrate their ICM program. The group of participants will be maintained and developed by the project until their local government adopt the ICM program (since strategic plan to action plan) through their own ICM which developed by their own capability.
